China Tightens Rules on Recycled Paper Pulp Imports to Prevent “Foreign Garbage”
China’s General Administration of Customs has introduced a new rule requiring importers of recycled paper pulp to clearly indicate whether the material was produced using a dry or wet method, as part of efforts to curb disguised imports of foreign waste that could harm the environment and public health. The regulation, announced late Thursday, mandates that importers or their agents must specify the production method in the remarks section of customs declaration forms. The move is designed to standardize declaration procedures and tighten oversight of recycled pulp imports, ensuring they meet environmental and safety standards. Recycled paper pulp, made from waste paper, is widely used in the production of packaging materials and paper products. However, authorities have warned that some foreign suppliers may attempt to disguise low-quality or contaminated waste materials as recycled pulp to bypass China’s strict import restrictions on solid waste.
