BEIJING, October 25 (TMTPOST) — China is seeking to facilitate international business exchanges to further expand the inflow of foreign investments and promote the high-quality development of China's manufacturing industry and deeper integration into the global industrial chain and supply chain.
In addition to reiterating the negative list and national treatment in the market admission phase, China will also take advantage of the mobility of Chinese and foreign personnel to boost international business exchanges.
Optimizing the investment environment is seen as the primary measure to expand the inflow of foreign investment. China re-emphasized the in-depth implementation of the special administrative measures on access to foreign investment and the high-standard implementation of post-entry national treatment given to foreign investors and their investments.
Specifically, the measures include implementing the 2021 version of the special administrative measures on access to foreign investment, ensuring that new measures are adopted in a timely manner and that the opening policies take effect to introduce tangible foreign investment projects as soon as possible. For areas that are not included in the negative list of foreign investment access, China continues to remove the related restrictions in accordance with the principle of equality between domestic and foreign investment and make sure that foreign-invested enterprises can enjoy China's supporting policies for national industrial development and regional development.
In order to tackle the problem of poor cross-border mobility of business personnel in recent years due to tightened pandemic prevention and control, the administration emphasised the prevention and control of the pandemic while ensuring that multinational companies, foreign-invested enterprises executives, technicians and their families can enter and leave China in an easy way.
As for freight logistics, it is required to strengthen departmental coordination and interaction between top and bottom to efficiently control the spreading of the pandemic, ensure smooth logistics operation, and promote the safety and stability of the supply chain.
